Training and reference manuals suggest that all sanitary sewer lines should be cleaned a minimum of once every three years to ensure structural integrity and prevent gradual increases in infiltration and inflow.

When grit, sand and other deposits are allowed to collect in the flow lines of the sewer system, it causes the wastewater to slow and create a septic condition. This condition produces hydrogen sulfide gas within the system. This gas forms sulfuric acid on pipe and manhole surfaces and is the single greatest cause of internal sewer line and manhole deterioration.

Another result of infrequent maintenance is that of stoppages and sewer backups creating the need for emergency services. These stoppages require immediate attention by City personnel and may result in costly damage to sewer customers. Sewer backups resulting from stoppages may also expose the City to liability and possible litigation. In most cases, the cost of both legal and settlement expenses could have financed the complete cost of an ongoing sanitary maintenance program.
